Pamela Hughes Patenaude is a seasoned professional with over four decades of experience in housing, real estate and disaster recovery across government, nonprofit and private sectors. She currently serves as principal of Granite Housing Strategies, LLC, where she advises clients on real estate and affordable housing initiatives. Previously, she held key leadership roles, including deputy secretary and chief operating officer, at the U.S. Department of Housing and Urban Development (HUD), overseeing day-to-day operations of a $52 billion agency and managing $37 billion in disaster recovery funds. Her leadership at HUD included directing a staff of more than 7,000 across 65 local offices nationwide.
Beyond government, Patenaude has been active in nonprofit and corporate boards. She is an independent director for loanDepot, Inc. and Target Hospitality Corp., and serves on the international board of Habitat for Humanity International. In this capacity, she contributes to shaping the organization’s strategies to expand affordable homeownership globally, helping to transition Habitat into a more sophisticated housing developer beyond its traditional volunteer model. Additionally, she is vice chairman of the Home Builders Institute and a member of the Social Impact Advisory Board for the Center Creek Housing Funds.
Earlier in her career, she was executive vice president of the Urban Land Institute and founding executive director of its Terwilliger Center for Housing. She directed housing policy at the Bipartisan Policy Center, leading national efforts to improve housing access. Patenaude’s broad experience reflects a commitment to improving housing outcomes for low-income communities through public service, policy and innovative partnerships.
