A group of 28 affordable housing leaders and housing industry trade organizations joined together to urge Senate leaders to bring the bipartisan ROAD to Housing Act (S. 2651) to the floor for full consideration.
The letter, dated Sept. 2 and written by National Housing Conference (NHC) president and CEO David Dworkin, addresses John Thune (R-S.D.) and Chuck Schumer (D-N.Y.), the majority and minority leaders of the Senate.
The letter, which describes the ROAD to Housing Act as “one of the most potentially impactful housing proposals in over a decade,” contains provisions that NHC supports. These include permanent authorization of the U.S. Department of Housing and Urban Development (HUD)’s disaster recovery and HOME programs, incentives for new construction, reforms to rural and manufactured housing, and measures to reduce homelessness.
The letter urges lawmakers to move quickly on the ROAD to Housing Act amid the nationwide affordability crisis. It notes that Tim Scott (R-S.C.), chairman of the Senate banking committee, has introduced it as an amendment to the 2026 National Defense Authorization Act, “which presents an expedient opportunity for advancing the bill.”
The letter lastly calls on Congress to use the bipartisanship of the bill to build on the recent expansion of the Low-Income Housing Tax Credit program.
The “Renewing Opportunity in the American Dream to Housing Act of 2025” has won support from numerous housing, real estate and mortgage trade groups, although some are calling for revisions to certain provisions.
The list of groups that signed the letter includes but is not limited to the National Association of Realtors, Cotality, the National Association of Home Builders and New American Funding.
Led by Scott (R-S.C.) and ranking member Elizabeth Warren (D-Mass.), the bill passed out of committee with unanimous support at the end of July after advancing through a markup by the committee.
